NATO’s Membership Action Plan (MAP) started in April 1999 as a vehicle for countries aspiring to join NATO and  is aimed at assisting countries in implementing political and defense reforms necessary for meeting NATO standards. So far, nine aspiring countries have entered MAP, and only Croatia out of Vilnius Group remains  outside but is expected to join MAP at ministerial meeting of NATO to be held in May in Reykjavik.
