Following the Declaration by the Standing Conference of the European Ministers of Education, Cracow, October 2000, the Committee of Ministers Recommendation Rec(2001)15 on history teaching in 21st century Europe, and the Declaration by the European Ministers of Education, Strasbourg, October 18, 2002, that refer to the member states signatories of the European Cultural Convention, I make the following
DECISION
on the implementation of the Day of Remembrance of the Holocaust and for the prevention of crimes against humanity
By this Desicion, a Day of Remembrance of the Holocaust and for the prevention of crimes against humanity is established in the Croatian school system, the way of designing guidelines for its implementation, the institutions responsible for teacher training, as well as activities and forms of co-operation with the aim of implementing this Decision.
The Day of Remembrance of the Holocaust and for the prevention of crimes against humanity will be implemented on January 27 each year, on the Liberation Day of Auschwitz.
The institutions responsible for implementation of the Day of Remembrance of the Holocaust and for the prevention of crimes against humanity are the Ministry of Education and Sports of Republic of Croatia, the Institute for Educational Development, the State Administration Offices in the Counties, schools and other educational establishments.
The programme framework for the implementation of the Day of Remembranceof the Holocaust and for the prevention of crimes against humanity is the National Programme of Human Rights Education.
The guidelines for the implementation of the Day of Remembrance of the Holocaust and for the prevention of crimes against humanity will be designed by the Institute for Educational Development together with the Public Institution of the Jasenovac Memorial Area, the Jewish Community in Zagreb as well as other appropriate institutions and bodies, bearing in mind the cross-curricular approach and regardful of the co-operation of schools with local communities, nongovernmental organizations and the media.
Teacher training will be organized by the Institute for Educational Development on the national and regional level.
The Institute for Educational Development will once a year report to the Ministry of Education and Sports on all the activities concerning the implementation of this Decision.
This Decision becomes valid on the day of its signing and will be published in the Educational Newsletter, the bulletin of the Ministry of Education and Sports.
